Human Debt

The accumulated cost of misunderstood emotions, unspoken disagreements, eroded trust, and invisible coordination failures in organisations. Like technical debt, it compounds over time — but across human systems rather than code. Left unaddressed, it does not stabilise. It grows.

AI-assisted teams produce more output per cycle. The coordination overhead required to integrate that output — aligning intent, resolving ambiguity, maintaining shared context — does not reduce at the same rate. Human Debt accumulates behind throughput metrics that read as healthy. When it surfaces, it surfaces as collapse, not warning.

When Human Debt and Technical Debt interact under AI acceleration, the compound failure state is Execution Debt — work appears complete but produces no real outcomes. Execution Integrity is the structural discipline that prevents it.

Article 9 — Risk Management System. Operators of high-risk AI systems must establish and maintain a documented risk management system that identifies and controls risks arising from human factors. Human Debt is the measurable gap between your stated oversight capability and the actual human system behind it.

Article 14 — Human Oversight. High-risk AI systems must allow designated persons to effectively oversee operation, understand capabilities and limitations, and intervene when necessary. Human Debt levels directly predict whether that oversight is structurally functional — or merely assumed on an org chart.

Article 4 — AI Literacy. Providers and deployers must ensure staff possess sufficient AI literacy to fulfil their roles. Human Debt is the structural reason literacy programmes fail to translate to genuine judgment: teams with high Human Debt cannot exercise what they nominally understand.
